I'm a little confused as to how No fine Manipulators interacts with Semi-Upright and Extra Legs.
Quadrupeds have No Fine Manipulators, Horizontal and Extra Legs.
But what if you only have paws but are also Semi-Upright like a bear? Do you still need to buy the extra legs, or are they 'free' as part of Semi-Upright? If you don't pay for the legs that would seem to give the weird situation where you get just as many points as a quadruped, but are slightly better off.
The only relevant template I've been able to find is the Bear were-form from Horror, which doesn't pay for extra legs.
