I'm looking for a wargaming system that simulates the widest possible variety of scales and situations in an accurate and responsive way. GURPS: Mass Combat has the right idea, but it is designed as a role-playing suppliment, not a wargame. Additionally, I'd like to work all the way up to a world-scale conflict.
