How would you represent the ability for a race to communicate in a normal, verbal manner, but do so extremely quickly and efficiently. I've had a few ideas, firstly to apply the Burst Enhancement from Telecommunication to the language, for instance:

Language (English; Written, Native; Spoken, Native; Burst x10, +30%) [2] if bought up from base cost of language.

To make it apply to all languages, and be mystically understood by others even at high speed I guess you'd use:

Mute [-25] + Not Mute (Burst x10, +30%) [33]; [8] total.

The other idea was to nick the Efficient Perk, which, while designed for use with Skills could work with Language, since there have been a few attempts to convert Languages to Skills, and of course they were skills back in 3e. Using that system you'd have:

Efficient (English) [1]

I'd definitely want multiple levels. Not sure which way is best, what do you guys think?

P.S. I have no intention of having characters speak 10x as fast, but that was the lowest value given under the Burst Enhancement. It's fairly simple to house rule values of Burst 1.5x, +5%; 2x, +10%; 3x, +15%; 5x, +20%; and 7x, +25%;
