The cinematic tradition seems to have a type of setting, exemplified by Barsoom, He-Man/She-Ra, others I'm forgetting . . . where TL seems low in terms of weapons, particularly personal weapon damage, but is quite high for transportation and all sorts of everyday utility. Thus, it tends to cause situations such as people aboard antigrav airships, groundcars, and other weird-tech vehicles, fighting with swords, or shooting beam weapons that are about as good as crossbows or handgonnes in most terms.
Now, I realise that that while looking cinematically cool, such a clash is likely to cause headaches logically. So I'm wondering: what are the known problems that tend to be encountered when trying to make a consistent setting like that, and what are the typical workable solutions?
The prime problem I'm thinking of is the use of vehicles for (a) ramming attacks (including missile-sized vehicles) and (b) dropping dumb rocks from great height, meaning that air superiority essentially gives the ability to make a few extremely devastating attacks against cities.
