Hand Catch and Arm Lock

After performing a Hand Catch, do you have to attack again to change the arm grapple into an an arm lock, or can you damage/cause pain or Throw from the Lock on the turn immediately following the hand catch parry?



And by using defaults together, can you use your Arm Lock technique for the to hit roll to grab made after a successful parry (since Arm Lock Technique can normally be used for your attack roll after a successful parry)?



Can you build a TA technique that mitigates the basic -3 vs weapons? or should that be something different than TA?
