[DF] Powerups: Do the invested CP in Powerblow count when assessing # of perks?

Hi guys



A pretty straight forward question, albeit a hairsplitting one I admit: May my swashbuckler character count the invested CP in Powerblow when calculating how many perks he may buy according to the rules on DF11:11

I am asking since the skill is not usable by itself, it always requires another skill with which the actual attack is made so I lean torward the conclusion that the spent CP on Powerblow do not count when calculating the number of allowed perks.
