Takes Recharge of less than 5 seconds

Looking at Takes Recharge (p. 115 of Characters) the lowest value is a five second recharge at -10%. Would it be unreasonable to charge -5% for a 1 to 3 second recharge or is this a case of anything up to 5 seconds is -10% (which I'd be fine with also of course).



Please keep in mind I am a GM and am asking in that capacity so "check with your GM" is not an answer for me.
