Logan's Loophole in Fallout New Vegas is pretty awesome, you can do all of the drugs without having to worry about dealing with the nasty after-effects. Drugs also last twice as long, which is great for everything.
And that's perfect for a Fallout game, cause in Fallout all the heroes do lots of drugs.
Snowflame is pretty cool supervillain that fits here too, he does cocaine and it gives him superpowers.
There a few alcohol perks in GURPS, Alcohol Tolerance, No Hangover, Drunken Fighting. But they're specific to alcohol, they don't cover all the drugs.
Immunity to Metabolic Hazards seems like it might be useful here, but unfortunately it means you can't get high without complicated modifiers that also render you vulnerable to the ill effects as well.
So maybe a new advantage would be better for this.
It would cover all the drugs and make it so you don't suffer penalties during or after, no bad trips or hangovers, you can't overdose, and you don't suffer from withdrawal.
You don't suffer from any of the short-term or long-term health issues either, and don't have to worry about drug interactions. And you can still fight just fine while high.
And if you also have ItMH, you can still enjoy doing drugs.
It would include all of the alcohol perks also, except they would also apply to all drugs.
Better Living Through Chemistry seems like a good name for it.

Another idea for an advantage (possibly missed it somewhere):
Placebo Miracle: Through a quirk of your biology or latent psi powers, treatments that would normally have little effect on people work as intended on you. For example, homeopathic medicine could cure your cancer, as long as you believe in it. If a treatment is already more effective than a placebo, this has no effect.
Enhancements:
Quack Doctor: You can use these treatments on others, and they will work as long as you both believe.
Mad Medicine: This advantage multiplies the effectiveness of evidence-based medicine too, and as a bonus normally risky treatments like radiation therapy or emergency surgery are reliably safe for you too.
