I've been thinking a bit about the Mass Combat sourcebook, and the idea machine was launched.
The money to raise and equip elements doesn't pops out of thin air. Now most government use taxes to fund their armies... But both in real life and in fiction, there are some non government groups which have to equip their troops (the obvious example being terrorists, both real and fictional, their equipment doesn't come from nowhere (now, no debate as to where actual terrorist groups from Real Life get their equipment should take place here, only the fact that they need equipment is a reality.). So, how would one go for funding an insurgency?
Enter the "Fund (Fnd)" element specialty, and the "Civilian (Civ)", to represent elements able to raise money over time. Such elements have a TS, but it doesn't apply to combat unless they have some actual support.
1) Legal fund raising.
Maybe you are someone with a legitimate business who is Fanatical toward a cause. So you could give part of your profits to an organization like the KKK.
A legal fund raiser entity is a "civilian" target, has a value to "raise" and a TS in Fnd class, but has no maintenance value since they bring money rather than costing it. You can raise it for free if you get a good propaganda or buy the enterprise the old fashioned way. It's TS is equal to the average Accounting and Administration of the two highest skilled person in the team, + 1 for each point of professional skills above 12 for the entire people working there, combined.
An Elite civilian Fnd element has skilled people working there (a 3 star chef for a restaurant for instance) as well as better quality ingredients, while good equipment means state of the art civilian equipment. Such elements give TS*BaseWealth/1000 $ to the parent organization each month in simple donations.
Should any element attack a civilian element, it is automatically destroyed, the personnel scattered or dead (depending on what the attacker wants done) unless it is protected by battle ready elements. It is then possible to loot the place for spare parts, luxury goods, and so on, sell them (with similar rules as looting the battlefield), but attacking a civilian element leaves the attacker wide open for a propaganda operation from the leaders behind the attacked civilian element (if the attacked pinpoints the wrong aggressor, they are at a disadvantage for propaganda rolls. Evidence would also obviously be handy to come by.).
A propaganda roll could also be used to earn money as a legal fund raiser. Just get a celebrity on your side. For each of Charisma, Appearance, Reputation and reaction bonuses appropriate to what you are trying your celebrity possesses, multiplied by 10 for each status above 0, and roll propaganda to get into a fund raising drive. Your gains or losses are your success margin on your propaganda roll. The fund raising effort leaves very visible trail to those who oppose you, but they are going to have a hard time proving a conspiracy to anyone.
