Monster Enhancer on Steeds

Is the rule that a Steed can get enhanced by a monster enhancer still in use or is it withdrawn like the one with the Hireling? If it's still on, does it work the same way it did with Hirelings?

Can a Steed have both a monster enhancer and a Steed enhancer?If the Steed changes ownership do the enhancers stay with it?
