Still new to GURPS, but after my first run - it is currently my choice system to run my games.
However, I am a little confused as to how to use templates and keeping a cp cap of 100+/- when the templates exceed my character point cap?
For Example:
I am currently running a 'weird west' "Dead Lands" campaign right now to get us going; however, I limited the cp to 100, yet most templates in the "Dead Lands" book on page 44/45 have templates exceeding that:
So - how do I handle the templates that exceed my CP cap? Since I am new - I don't see how my characters are roughly equal "for a lack of terms" when one character is built with 150 points, and another character is created with only 100 points.

gunslinger 150cp
huckster 130cp
fronteir lawman 100cp

What to do when template cost exceeds Character Point cap
