Power building - Warp

I'm trying to build a power from the Mass Effect Universe. I've read all the threads on this but haven't found a good build which matches the ME2/3 game world. Please help!

It's a fiery 'damage over time' innate attack, Biotic in origin (which is like psionics, really, based on PK). It never misses, affects 1 target, is limited in range to about 15 yards. The DOT lasts about 3 seconds, doing maybe 1/2d of damage per second to HP. However, it's *very* effective against armour, weakening armour substantially (25-40%).

The really tricky bit to model is the Biotic Explosion - if the subject is already 'primed' by a previous Biotic attack, Warp will trigger an immediate explosion which does huge damage to the target and massive knockback to surrounding enemies.

I'd *really* appreciate some help. I've played GURPS for years but never had a campaign with Powers. I do own Powers and Psi Powers but I find them quite complex, escpecially when you add in multiple Limitations and Enhancements. For instance, if you end up with a base cost per level of 2.15 but have 20 levels of that power, do you round down before multiplying the cost for the extra levels?
