what limitation value(if any) would you put on Independent Income that can only be used to fill your “Creation Pool” and what would and what limitation value would you put on Create for permanent only no temporary creations

Edit: never mind about the Independent Income just read you can't modify points spent for your “Creation Pool” and think it should apply here too
