[POWERS] Volcano

How would you build a power to start a volcano? Massive burning attack over a huge are with cosmic lingering effects and linked year-long planet-wide temperature control? Or what level of control earth natural phenomenon would be required? If I understand correctly, you can shake the hell out of the earth, but the hell still won't come out. What could you get for 200 points, if you were willing to accept fatigue and time requirements?
