Extra Attack with limited duration

I'd like to simulate a rechargeable ability to make incredibly quick attacks. Something like 10 seconds of being extraodinarily quick followed by 5 seconds of normal speed, repeatedly. Agents from Syndicate first-person shooter game is a good example (yes, their abilities are more like ATR, but I'd like to use Extra Attack anyway).



I suppose that should be Extra Attack (Multi-Strike, +20%) with several limitations, but which limitations should I use? How to transform Extra Attack into a switchable advantage with a limited duration?



Perhaps switchability can be simulated with Requires Concentrate or Ready (Powers, 112), though I was going to make it worth free action to be turned on. And what about duration? Maximum Duration from Powers suggests too long recharge period (5 minutes). Takes Recharge and Limited Use assume that there's a certain basic duration.
