I was just looking at the "Got You Covered" rule in Action 2, and something hit me. Is there ever a difference between how it's worded (add a bonus for everyone who knows the skill, then subtract a penalty for group size) and just subtracting a penalty for everyone in the group who does not know the skill? Is there a reason that it is worded the way it is, that I'm not seeing?
