Magic spells and 6 lb. of clothing

Many spells have a note:

subject and up to 6 lbs. of clothing

Why? It's somehow important? Or this is simply to prevent situations like "you were etheric so you're naked now!"? Is this will be any problems if I simply assume that "all gear" is "all gear", indluding socks, pants, bra, earrings, and golden teeth?
