In my Star Republic setting, a generic Republic Marine is going to be wearing a commando battlesuit most of the time, and usually has Bioplastic Skin cyberwear, giving him DR 110 on torso, DR 75 on limbs vs cutting. Some Republic Marines Guards regiments and some foes may upgrade this to Fine quality commando battlesuits with DR 116/77, and which do +17 Striking ST instead of +15
Against a Superfine Vibroweapon, this results in DR 22 on the torso, 15 on the limbs (or 24, 16 for the upgraded version)
A ST 10 person swinging a Superfine Vibrocutlass while wearing a +15 Striking ST commando battlesuit hits for an average of 22 damage, so, mostly bounces off. A ST 15 marine (assume part of this is cyber/bio, and part of it is because Republic Marine recruiting and bootcamp are tough) can hit for 25 (or 25.5 if wearing a Fine battlesuit)
So, this means that hitting someone while wearing a commando battlesuit while being pretty brawny is a . . . kind of vaguely possible way to hurt them
Better damage can be achieved by using a different weapon than a cutlass, but, since I was thinking about Marines, cutlasses were what came to mind
Not all foes will be wearing commando battlesuits, most people who are not Republic Marines or the equivalent Cool People of the setting do not actually get to wear them, but wear either no power armor, or wear cheaper, lesser power armor (such as Cheap commando battlesuits, or various varieties of TL 9 powered combat armor) or lack power armor at all . .. . but being less armored also makes you easier to kill for things which are not cutlasses
Would cutlasses likely even be issued to marines and would they have any use? In public perception according to the Republic Populace, the Republic Marines are the elite, all volunteer warrior elite of the Star Republic, honed to the finest perfection that a first world meritocracy has to offer, able to be thrown into the very teeth of enemy defenses and emerge victorious through sheer awesomeness and superior Republic military hardware, training, and will of the Space Gods etc, so the populace would be perfectly willing to buy superfine vibrocutlasses if there was any use for them
I suspect that would likely be often ornate and are often donated by the populace (Bob from City X successfully enlisted in the Marines, the mayor throws a ball in his honor, and the foremost citizens on behalf of the people give him a cutlass, a Holy Book, and promise to take care of his family while he is gone etc), and are potentially more for wearing around to identify that one actually is a Republic Marine and as protection against riff raff when not in battlesuits than for actual full on military combat, but might potentially be useful for boarding actions and other close quarters events maybe?
