Strongbow/Crossbow finesse revisited

Hi all, and sorry for my horrible English.

This revisitation is based on "The Deadly Spring" rules by Douglas Cole. One archer can draw bows up to (BL x2.5 lbs) and one crossbowman can cock crossbows up to (BL x8 lbs). Bow or Crossbow at DX+1 increases the draw BL by x1.15, Bow or Crossbow at DX+2 increases the draw BL by x1.3. Strongbow increases the Lifting ST by 1 at DX+1 and by 2 at DX+2. So we have this progression [maximum draw for archers]:

Mary Rose English longbows have average draw of 145 lbs, and they can reach 198 lbs (the most powerful bow is 198 lbs at 30" draw, but the effective draw is 172 lbs at 28"). Mongolian reflex war bows can reach 169 lbs. With these rules the typical English bowman must have ST 12, Lifting ST 13 and Strongbow to use his 145 lbs longbow with great exertion (only 2 lbs below his draw limit). And very very few Mongols will be capable to draw their most powerful bows (Lift ST 14 and Strongbow in order to reach the precise limit of 166 lbs).
My proposal is: "Strongbow increases the BL multiplier to 3.5 at DX+1 and to 4.5 at DX+2 (3 seconds to draw) instead of increasing lifting ST. Crossbow/Footbow finesse increases the BL multiplier to 9 at DX+1 and to 10 at DX+2 (5 seconds to draw) instead of increasing Lifting ST."
The progression for bowmen changes to:

The combination of Strongbow and DX+2 multiply effective draw lift by 2.34. This allows ST 12 English Longbowmen to draw 145 lbs bows in two seconds without become exhausted and ST 11 Crossbowmen with Crossbow at DX+2 and Crossbow finesse can cock the heaviest non-composite foot crossbows (300-310 lbs) without the help of mechanical systems like goat's foot, windlass and cranequin.
