What is Afflicted Casting supposed to do

OK, I've stared at this a while now trying to figure out exactly what Flagellant's Blessing is supposed to be good for, and I'm just about convinced the answer is that despite the way it's written, this never actually provides a *benefit*. As best I can tell, you pick an affliction, and it halves the spellcasting penalties that affliction causes, and gives you a bonus to Will rolls to avoid being distracted by it (in the sense of breaking your spellcasting concentration).

That is, I could change it to "reduces penalties to casting from the affliction by 3, and if the affliction forces a roll to maintain your concentration on a spell, roll at +3 to Will" and that would do the same thing or better in almost every case without some complex calculation.

But I'm still not sure. The bonus to Will seems to scale wrong for that (the more horribly I'm being tortured the easier it is not to be distracted by it). Is the intent is to allow you to resist *other* distractions too? That doesn't make a lot of sense to me, but maybe. There has *got* to be a better way to word this thing.
