1/3 of HP/FP = half stats?

Whilst this works fine at low level it kind of sucks at high level.


HT 10 - 11 = 3 or less
HT 12 -14 = 4 or less
HT 15 - 17 = 5 or less
HT 18 - 20 = 6 or less
HT 21 - 23 = 7 or less
HT 24 - 26 = 8 or less
HT 27 -29 = 9 or less
HT 30 - 32 = 10 or less

Note HT could be HP or FP.

The extreme end the 30 mark means that reduced to 10 is at 1/3 but the guy starting on ten is fine.

Could this be perked out. Maybe have a rule to bench mark it?
