Power Advantages - Cost/SKill Roll

If an advantage requires you have another advantage to work, is this a cost discount on the advantage at all?

Also is there anything wrong with multiple advantages being based on same skill? Powers Stated that it is one skill per advantage, but couldn't multiple advantages be under a subset of skills?

Like Pyro Skill might control creating fire or throwing a fireball?
