Meteoric bombardment sub-apocalypse

Hello.



I plan some cross-genre campaign and one of the possibilities is meteoric bombardment of modern Earth.



So, if one would like to use such measure not as an utter humanity destroying tool but rather to disturb and disrupt society, weaken it. Consider that attacker has a plan to subdue human race, not to kill. But attacking force is limited in numbers, though have plenty of energetic resourses and time. They also have some other tools but I'd like to discuss the very bombardment.



So what would be the consequenses of such lesser attack? What is better long-term tactics: striking key megapolises, infrastructure, some coastal areas to make huge tsunamis, some landmass to lift dust into atmosphere?



What would be consequenses for humanity? Can such attack be noticed and somewhat weakened (like in Armageddon and similar movies)?



What is better: one big impact or series of small ones? What scenario is better for attacker: sudden weak strike, like in Post Impact movie, or long known heavy strike, like in documentary Super Comet: After the Impact?



Can humanity save some governmental institutes to fight upcoming invasion (even if they don't know about it yet)? Can such disaster cause only somewhat "minor" consequenses like year without summer?
