Wait and Aim when target is already in sight

Let's assume that a sniper armed with a rifle with 3-9x variable-power scope has been Aiming at his target for two seconds. At the beginning of his third turn he has a choice - he can either shoot with +2 Acc bonus or keep on Aiming.



If the target barely moves, it won't spoil the Aim. But if the target gets out of sight (e.g. runs several yards and gets totally concealed by an obstacle), sniper will lose his chance to attack.



But what if sniper declares "I Wait: if my target moves, I'll make an All-out Atack (Determined). Also, since my target occupies a single hex (B390), I Aim"? Is it a consistent option? Would you allow it?



If this option is allowed, a sniper will either attack with +2 Acc (since his third second of Aiming wasn't completed) or keep on Aiming. Technically it is not the Opportunity Fire, as the target is already presented in an overwatched area, but the situations are quite similar: sniper watches a single hex (therefore he can Aim) and pulls the trigger as soon as a designated movement occurs.



I think that saying "no, your Wait will spoil the Aim bonus, since it's a maneuver other than Aim" (TS 14) or "no, you can either Wait or Aim, since it's not Opportunity Fire" would be too inflexible approach.
